The subject for debate: Is it appropriate, fair, justifiable, even moral, to expose a 10 yr old young offender to the public?
Does this really serve the public good?
CONSIDER CANADA:
As a general rule, the Youth Criminal Justice Act (YCJA) protects the privacy of young persons who are accused or found guilty of a crime by keeping their identity and other personal information confidential. The protection of privacy is achieved by prohibiting the publication of information that would identify a young person’s involvement in the criminal justice system and by restricting access to their youth records. The rationale for protecting the privacy of young persons through publication bans is in recognition of their immaturity and the need to protect them from the harmful effects of publication so that their chances of rehabilitation are maximized.
NO ONE is suggesting the 10 yr old boy SHOULDN'T have been arrested. Definitely should have been. But releasing his name and mug shot? What are the chances now that this kid won't grow up bitter and angry - and made the subject of ridicule?
Protection, not public shaming, is the way forward for child offenders
Proponents of naming child offenders – those aged under 18 – argue it secures community safety, deters other children from crime, and ensures children do not evade responsibility for their actions. However, our recent research refutes the merits of naming child offenders.
Such policies – even when applied to serious and/or recidivist offenders – breach the child’s right to privacy, undermine attempts at rehabilitation, and deny a child’s prospect of reintegration.

Lee County Sheriff Carmine Marceno told W Radio
“While I understand the boy is 10 years old, his brain’s not fully developed, he’s a juvenile, I have to tell you: When a 10-year-old presses a trigger, the aftermath is the same regardless of the age.”
